Job description

Job Responsibilities:

• Responsible for all procurement activities within Philippines, including oversight of procurement transaction processes and inventory/procurement records, providing location procurement support and planning, managing supplier events and relationships, implementing sourcing strategies, as well as talent, resource and budget management.
• Understand, represent and execute the sourcing needs and requirements, and ensure the implementation of category strategies and sourcing best practices together with the regional strategic sourcing team.

• Talent, Resource, & Budget Management:
o Conduct skill assessment to relevant team members
o Staff team to the appropriate positions basis organizational needs
o Set up “SMART” KRA for key team members and measure their performance on a regular basis
o On-going nurture/coach key team members and can work with HR dept to address their requirements on career development
o Accountable for talent development, succession planning and engagement for team.
o Accountable for setting and managing team budget.

• Manage/Execute Procurement Transaction Processes:
o Oversees the processing of requests within Philippines for procurement of materials/goods, services and/or supplies for local use from various plant/location staff or a procurement/inventory management system (e.g. Maximo or other ERP) for nondiscretionary, contracted spend, such as stock replenishment or planned spend.
o Ensures requests to procure for new materials/goods, services and/or supplies for local use from existing supplier contracts and within established, higher dollar limits; manages the procurement requests.
o Ensures approval is obtained from Strategic Sourcing organization for procurement of materials/goods, services and/or supplies in excess of established limits.
o Identifies and implements improvements to procurement processes and ensures process documents are updated for work steps within scope of responsibility.
o Sets objectives within scope of responsibility related to procurement work in order for supported locations/plants to achieve operations targets.
o Leading Capex team and work streamline with Capex category lead to optimized capex execution.

• As Country lead of CSSP in Philippines to drive changes in system, data, people and organization structure with alignment with Businesses/Functions and Category Leads
o Work out a practical project plan to communicate and get alignment with key function/business stakeholders
o Act as a change agent to enable changes in people and organization
o Engage with cross-function stakeholders to drive this project and report the progress to core teams
o Optimize procurement process and get alignment with users and controller group to ensure its efficiency and effectiveness
o Create an enablement together with Category Lead to identify value creation that will support businesses.

• Provide Procurement Support and Planning:
o Oversees the research and analysis (e.g. internal/external data from traditional and non-traditional/non-structured data sources) of procurement data requiring an in depth understanding of operations and business requirements for the supported business (e.g. product development plans, marketing projections for new products, planned product line expansions, etc.) as well as a general understanding of the sourcing environment for categories specifically aligned to the supported business (e.g. suppliers, cost drivers, international market dynamics, geopolitical risk, import/export laws, etc).
o Lead and/or act as subject matter expert on multi-functional, BU specific, cross BU and/or regional project teams.

• Manage Supplier Events and Relationships:
o Oversees and provides general guidance for the selection of suppliers for procurement of non-contracted materials/goods, services and/or supplies for non-leveraged, local spend within established, higher dollar limits;
o Manages the selection of the significant local suppliers.
o Responsible for overall relationship management for suppliers within scope of responsibility; develops and leverages existing local supplier partnerships.
o Works with applicable plant/location staff to research and resolve supplier issues which have been escalated and/or advises Strategic Sourcing organization as appropriate.

• Inform and Implement Sourcing Strategies:
o Coordinates the execution of the category/sub category activities/alignment and implementation of Strategic Sourcing strategies across the sourcing lifecycle within Philippines.
o Represents BU interests in sourcing function to the regional sourcing organization in order to inform regional Strategic Sourcing strategies.
o Drives and ensures implementation and alignment of sourcing strategies, engaging and coordinating procurement functions in Philippines
o Works with local stakeholders, to develop sourcing strategies for category areas unique to aligned business (e.g. BU or location-specific sourcing priority or opportunity areas), and identify opportunities for Strategic Sourcing team to support BU requirements and sourcing support needs.
o Establishes and maintains on-going tracking mechanisms for the performance metrics, reporting on value captured.


Job Qualifications:

• Bachelor’s Degree in business, finance, supply chain, procurement or related degree programs
• 8+ plus years of relevant business experience;
• 2+ years of supply chain, procurement or manufacturing experience
• Strong background in CAPEX purchasing
• Strong project management skill is a must
• Strong leadership skill and can apply different leadership styles to the subordinates as needed
• Good communication and presentation skills, written and verbal
• Good interpersonal skills with ability to:
• Engage, communicate & influence internal stakeholders and external suppliers at senior level
• Establish trust & credibility with internal stakeholders and other functional stakeholders
• Critical thinker with strategic perspective and resulted oriented mindset
